Addressing Military and Civilian Brutalities in Upper East Region: A Call for Government Action

The recent spate of military and civilian brutalities in the Upper East region has prompted Adib Sani, the Executive Director of the Jatikay Centre for Human Security and Peace Building, to urge the government to take immediate steps towards establishing lasting peace and unity between security agencies and civilians in the area.

The disturbing incident occurred on October 24, 2023, when a group of armed youth launched a vicious attack on a team of counter-terrorism intelligence officers deployed by the Ministry of National Security to Garu. The situation could have escalated to fatalities if not for the timely intervention of the military.

In response to this attack, the Ministry of National Security and the Ghana Armed Forces conducted a joint operation in Garu on October 28, 2023. The operation aimed to seize the weapons used by the attackers and apprehend those responsible. Unfortunately, this operation resulted in some excesses, including the brutalization of civilians and causing bodily harm.

Adib Sani, in a press release, expressed his condemnation of the brutalization of civilians by state security agents. He also strongly condemned the attacks on state security forces and the terror inflicted upon the local population by the armed youth in the area. Sani called on all well-meaning Ghanaians, regardless of tribal or religious affiliations, to equally denounce the deliberate undermining of national security by these youth. He also deplored the unnecessary loss of life in the ongoing cycle of violence between the Mamprusis and the Kusasis.

The situation in the Upper East region underscores the pressing need for the government to intervene effectively and restore peace. Sani’s call for unity and condemnation of violence serves as a reminder that the nation must prioritize the safety and security of its citizens.

The government’s role in this matter is pivotal. Immediate action is required to address the root causes of these conflicts and ensure that such incidents do not recur. It is imperative that security forces exercise restraint and adhere to the principles of protecting civilians during their operations.

Furthermore, fostering dialogue and reconciliation among the conflicting parties is essential for a long-term solution. Resolving the tensions between the Mamprusis and the Kusasis will require a concerted effort from all stakeholders, including community leaders, religious authorities, and government representatives.

The recent incidents of violence in the Upper East region serve as a stark reminder of the fragility of peace and security. Adib Sani’s call for government intervention and his condemnation of violence are vital in promoting dialogue and reconciliation. It is incumbent upon the government to take swift and effective measures to restore peace and ensure the safety and well-being of all citizens in the Upper East region.
