NSA Regional Director Arrest Ordered Over Missing Funds

GH¢160K Mismanagement Leads to Parliamentary Crackdown

by Oluwatosin Racheal Alabi

In a significant turn of events, the Public Accounts Committee of Ghana’s Parliament has mandated the immediate arrest of the Northern Regional Director of the National Sports Authority (NSA) following his failure to account for over GH¢160,000 in internally generated funds. The directive, issued on 5th February 2024, underscores a serious breach of financial management within the Authority, spotlighting the misuse of funds highlighted in the 2022 Auditor General’s report.

The report explicitly criticizes the Northern Regional Management of the Sports Authority for their handling of the funds, flagging it as a violation of the Public Financial Management Regulations of 2019. In light of these findings, the Regional Director was summoned to appear before the Public Accounts Committee to provide an explanation for the discrepancies noted in the report. However, the director’s absence from the proceedings prompted the committee’s chairman to order the arrest of both the regional director and the accompanying accountant.

The chairman’s statement was unambiguous: “We are instructing the police to pick up the regional director and accountant of the region without delay. You were invited to testify before Parliament, and you declined, despite being aware that you had misused over GH¢160,000, presuming that you would escape consequences.”

This development has sparked a broader conversation about the accountability mechanisms within Ghana’s public sector, especially in the management of internally generated funds. The Public Accounts Committee’s decisive action sends a clear message about the importance of transparency and adherence to financial regulations in public service.

Furthermore, the incident has reignited discussions on the governance of sports facilities and the financial management practices within the National Sports Authority. It comes at a time when the NSA is already in the public eye for various reasons, including debates around the utilization of sports facilities for non-sporting events and the overall strategy for the development and maintenance of sports infrastructure in Ghana.

This arrest order not only aims to address the immediate issue of financial mismanagement but also serves as a deterrent to potential misconduct by other officials within the public sector. It emphasizes the need for stringent compliance with financial regulations to safeguard public funds and ensure they are used effectively to promote the nation’s economic and societal well-being.

As the situation unfolds, stakeholders and the public alike await further developments, including the response from law enforcement and the potential implications for the NSA’s operations in the Northern Region. This case may also prompt a review of internal controls and audit mechanisms within the Authority to prevent similar incidents in the future.

The Public Accounts Committee’s actions highlight the critical role of oversight bodies in enforcing accountability and maintaining the integrity of public institutions. As Ghana continues to navigate the complexities of public sector management, incidents like these serve as timely reminders of the challenges and responsibilities inherent in governing public resources.
