Ghana Set to Pass Historic LGBTQ+ Legislation This Week

Unanimous Parliamentary Support Paves Way for Family Values Bill

In a significant development from Ghana, Dr. Cassiel Ato Forson, the Minority Leader, announced that the highly debated Human Sexual Rights and Family Values Bill is slated for passage by Friday, February 16, 2024. This legislation, which has been a focal point of contention, aims to outlaw lesbian, gay, bisexual, transgender, and queer (LGBTQ+) activities within the nation.

Speaking on JoyNews’ PM Express, Dr. Forson detailed the meticulous process the bill has undergone, emphasizing the thorough consideration it received to ensure all proposed amendments approved by Parliament were accurately incorporated. The finalization of this scrutiny process is expected by Wednesday, followed by the Speaker’s call for a vote after the third reading on Thursday, paving the way for Ghana to potentially enact the Human Sexual Rights and Family Values Bill by the weekend.

The prospect of passing such a bill has raised concerns about potential global backlash. However, Dr. Forson firmly stated that the Ghanaian populace is overwhelmingly in favor of the bill’s passage, a sentiment echoed by the unanimous support from Members of Parliament. According to Dr. Forson, not a single MP opposed the bill when the Speaker sought opinions, underlining the bill’s widespread acceptance among Ghana’s legislative body.

The debate over this legislation has been prolonged, with the bill’s details under parliamentary consideration since 2021. Despite the extended discussions, Dr. Forson expressed confidence in the bill’s support both within Parliament and among the general public. He cited Afrobarometer data indicating that 90% of Ghanaians back the bill, showcasing strong national support for the legislation.

Dr. Forson further asserted the inevitability of the bill becoming law, stating that even if President Akufo-Addo were to withhold his approval, Parliament could override such a decision. A two-thirds majority vote in Parliament would suffice to ensure the bill’s enactment, highlighting the legislative body’s commitment to seeing the bill through to law.
