Assin North Member of Parliament James Gyakye Quayson is urging Parliament to fast-track the passage of the Dual Citizenship Amendment Bill, arguing that the current law excludes skilled Ghanaians from leadership roles.

He explained that Ghanaians in the diaspora face barriers to government service because the law restricts dual citizens from heading public departments.

“The bill is a critical step toward recognizing the contributions of Ghanaians abroad and ensuring they have equal opportunities to participate in our democracy,” Quayson stated.

Balancing constitutional integrity with global realities

Quayson stressed before lawmakers that Ghana’s constitution needs modernization, as numerous citizens maintain dual residency between home and foreign work environments.

“Many of these individuals seek better opportunities abroad but remain deeply connected to Ghana. We must acknowledge their contributions and allow them to fully participate in governance,” he said.

According to Graphic Online, the Assin North MP linked his appeal to the broader context of Black History Month, urging Ghana to build on its Pan-African legacy by embracing a more inclusive approach to governance.

Strengthening ties with the African diaspora

Quayson highlighted initiatives like “Year of Return” and “Beyond the Return,” which have strengthened Ghana’s cultural and economic ties with the diaspora.

The programs have generated substantial property investments, tourism development and hospitality expansion that has fostered economic expansion as well as cultural bonds between people, according to him.

According to the lawmaker, the NDC’s Black Star Experience initiative strives to create Ghana as an international center for arts culture and tourism.

His concluding thought emphasized that leadership stems from service to people, innovation and the upliftment of communities above all else.
