Parliament Ratifies Lease, Ushering in New Era for Awaso Bauxite Mine

In a move poised to significantly impact Ghana’s aluminum industry, Parliament unanimously ratified a mining lease for the Ghana Bauxite Company. This lease pertains to the Awaso bauxite mine located in the Bibiani Anhwiaso Bekwai Municipality of the Western North Region. The ratification signifies a major step towards realizing the government’s ambitious plan to establish a robust domestic aluminum industry.

Boosting Domestic Aluminum Production

The Awaso bauxite mine plays a critical role in the Ghana Integrated Aluminium Development Corporation’s (GIADEC) strategy. GIADEC, established to spearhead the development of an integrated aluminum industry within Ghana, has identified the Awaso mine as a key project. To achieve this goal, GIADEC is actively seeking partnerships with strategic investors to expand the mine’s capacity and construct a refinery to process the extracted bauxite. This integrated approach aims to capture greater value from Ghana’s bauxite resources by transforming them into higher-value aluminum products.

The Ghana Bauxite Company boasts a long and dynamic history spanning over eight decades. Established in the 1940s under British ownership, the company’s ownership structure has undergone several significant changes. In 1972, the Ghanaian government acquired a majority stake in the company, aiming to exert greater control over the country’s natural resources. However, production levels dropped considerably during this period.

Seeking to revitalize the industry, the government made the strategic decision to divest its holdings in the 1990s. This led to a series of acquisitions by various international companies throughout the following decades. Notably, Alcan, a Canadian company, acquired a majority stake in 1997, followed by Rio Tinto, a British-Australian multinational, and eventually Bosai Minerals Group in 2010.

A Turning Point: Ghanaian Ownership Secured

A historic shift occurred in 2022 when Ofori-Poku Company Limited (OPCL), a wholly Ghanaian-owned company, acquired the 80% stake previously held by Bosai Minerals Group. This marked a turning point for the Ghana Bauxite Company, transforming it into a fully Ghanaian-owned entity for the first time in its 80-year history. OPCL, established in 1990, brings a wealth of experience to the table, having served as a leading supplier of various mining services, including transportation, haulage, and climate-change solutions.

The ratified mining lease encompasses the Kanayerebo, Subri, Nchiniso, Afumba, and Bokahirri Hills within the Awaso area. This new agreement replaces the previous lease, which had expired, and grants the Ghana Bauxite Company the necessary authorization to continue its mining operations.

Presenting the report to Parliament, the chairman of the Mines and Energy Committee emphasized the lease’s alignment with constitutional provisions ensuring parliamentary oversight of the management and utilization of Ghana’s natural resources. He underscored the agreement’s potential to generate substantial benefits for the government, not only through revenue generation but also by fostering socio-economic development in the surrounding region. The committee expressed confidence in OPCL’s financial and technical capabilities to fulfill its obligations under the lease.

Parliament Commends Focus on Ghanaian Ownership and Value Addition

Members of Parliament applauded the Minister of Lands and Natural Resources for securing a Ghanaian investor for this strategic mine. They highlighted the significance of this move in reclaiming control over Ghana’s natural resources. Additionally, Parliament commended the government for incorporating plans to build a refinery into the agreement. This focus on value addition aligns with Ghana’s broader industrialization goals, aiming to create jobs and generate greater revenue by processing bauxite into higher-value aluminum products.

The Minister expressed his appreciation for Parliament’s support and reiterated the government’s unwavering commitment to promoting Ghanaian participation across the entire mining industry value chain. The ratified mining lease empowers the Ghana Bauxite Company to secure jobs, contribute to the local economy, and serve as a cornerstone for Ghana’s burgeoning aluminum industry. With a Ghanaian company at the helm and a focus on value addition, this new chapter holds immense potential to unlock significant economic benefits for Ghana
